my view that Hazelrigg is the wisest and by far the most experienced member of this Unit and I would view with alarm the prospect of having to carry on without him. I am inclined to propose him now as the elder statesman of the party to occupy

as a civilian some such post as Special Reconstruction Adviser, Hong Kong. This would cut through all the difficulties of militarization and avoid any complica- tions in the Legal Department. It really would suit my book better also in that I could get Hazelrigg away from the concentrated routine plugging necessary on the legal side to the consideration of policy. He has already been invaluable on currency and constitutional questions, the reconstruction of companies and of the complications and implications that are now beginning to flow from the Taggert ideas. I should like to discuss Hazelrigg's position

with you in detail some time fairly soon.
